The Indiana Civil Defense Force is a legal organization pursuant to the Second Amendment of the United States Constitution.

Our mission is to help preserve life, liberty, and property of all law-abiding citizens. We strive to assist our communities with preparation and training with a view to self-sufficiency in an emergency.

To aid the defense of liberty, The Indiana Civil Defense Force trains citizens within a well regulated organization. The group is dedicated to upholding our natural and inalienable rights. The Indiana Civil Defense Force is sworn to uphold the Constitution of the State of Indiana, and the United States Constitution.


Pursuant to 10 United States Code chapter 13, all citizens not counted as members of the armed forces, or otherwise exempt, or barred by law from military service are members of the unorganized militia. The unorganized militia may be called to service by the governor of the State of Texas to aide state authorities in the lawful execution of their duties, or by general consensus of the population should the state fail in the execution of its constitutional duties.

Indiana Constitution Article 12
Section 1. Composition

Section 1. A militia shall be provided and shall consist of all persons over the age of seventeen (17) years, except those persons who may be exempted by the laws of the United States or of this state. The militia may be divided into active and inactive classes and consist of such military organizations as may be provided by law.

Section 2. Commander-in-chief

Section 2. The Governor is Commander-in-Chief of the militia and other military forces of this state.

Section 3. Adjutant general

Section 3. There shall be an Adjutant General, who shall be appointed by the Governor.
(History: As Amended November 5, 1974).

Section 4. Conscientious objectors

Section 4. No person, conscientiously opposed to bearing arms, shall be compelled to do so in the militia.
